PART ONE
Purpose, Scope, Basis, Definitions
Objective
Article 1 - The purpose of this directive is to regulate the procedures and principles regarding the electronic or printed publication, presentation, distribution and sale of the works planned and decided by the Scientific Publications Coordinatorship of the units affiliated to Selçuk University under the brand name and standards of "Selçuk University Publications / SelcukUniversityPress".
Scope
Article 2- This directive covers the procedures and principles regarding the publication, sale and use of the works and journals prepared by Selçuk University and its affiliated units.
Basis
Article 3 - This directive has been prepared on the basis of the Higher Education Law No. 2547, the Press Law No. 5187, the Law No. 5846 on Intellectual and Artistic Works, the Regulation on Publications of Universities and the Regulation on Publications Other Than Books, Reprints and Auxiliary Books Used as Course Materials in Universities.
Definitions
Article 4 - In this directive;
- Rector: Rector of Selçuk University,
- Publication Commission Selcuk University Publication Commission
- Coordinatorship of Scientific Publications: Selçuk University Scientific Publications Coordinatorship
- Concessionaire of Selçuk University Publications: Rector of Selcuk University,
- Selçuk University Publications Editor-in-Chief: An employee of the Scientific Publications Coordinatorate to represent Selçuk University Publications and follow the publication processes in accordance with the Press Law,
- Selçuk University Publications Chief Editor: The Coordinator of Scientific Publications to follow the academic and editorial processes of the works to be published within the scope of Selçuk University Publications, to evaluate and decide on publication,
- Journal Editorial Board: For each peer-reviewed journal, the Board of Directors of the Faculty, Institute, Center, School or Vocational School, where the editorial process management of the journal is carried out, is elected by the Board of Directors of the Faculty, Institute, Center, School or Vocational School, with at least 1/3 of its members being faculty members from different universities in Turkey or abroad,
- Journal Registrar: Selçuk University Publications Editor-in-Chief as the responsible editor-in-chief of the scientific journals published in the units,
- Journal Editor-in-Chief: A faculty member who is responsible for the editorial process management and quality of the journal for each refereed journal and who is appointed by the Rector for two (2) years with the recommendation of at least two candidates of the unit (Faculty, Institute, Center, School or Vocational School) board,
- Publications: Textbooks, auxiliary textbooks, research-studies, papers, gratuities, biographies, albums, popular science, art, all kinds of academic posters-booklets- brochures, translations, theses, etc,
- Journal Academic peer-reviewed journals operating within the body of Selçuk University Publications, which are published electronically at certain periods throughout the year,
- Open Access: The free access to the full texts of scientific publications and works produced by researchers through the public internet without financial, legal and technical barriers,
- Copyright: The rights provided by law to one's intellectual property products of any kind,
- Electronic Publication: Books, journals, magazines, presentations, documents, seminars, videos, sound recordings, animations (audio, audio-visual tools), etc. that are prepared and made available in electronic media for educational, scientific and cultural-artistic purposes,
- Referee A person with at least a PhD degree, assigned by the editor of the publishing house, who checks the academic suitability of the works processed by the publishing house for publication, shares his/her academic opinion on scientific innovation and originality, and can participate in the process internally and externally.
Part Two
Principles Regarding the Publication Commission and Scientific Publications Coordinator
Publication Commission
Article 5 - The Publication Commission ensures the active publication of scientific works and academic journals from Selçuk University Publications by evaluating the letters, requests and publication decisions submitted to it by the Scientific Publications Coordinator.
Article 6 - The Publication Commission carries out its duties in coordination with the Coordinator of Scientific Publications. The Coordinator of Scientific Publications attends the meetings of the Publications Commission to exchange information but does not participate in the voting.
Article 7 - Decisions of the Publication Commission are finalized with the approval of the University Executive Board.
Scientific Publications Coordinatorship
Article 8- The Scientific Publications Coordinatorship carries out the management and administration of the basic steps such as planning, application, review, publication, distribution, distribution and sales of the works and journals to be published under the name of "Selçuk University Publications" of Selçuk University and its units in printed and / or electronic form.
Article 9- The Scientific Publications Coordinatorship takes the final publication decision by forwarding the decision of the Scientific Publications Coordinatorship Board of Directors to the University Publications Commission in order to publish the works and journals whose necessary procedures have been completed.
Chapter Three
Principles Regarding Academic Journals
Journal Publication Principles
Article 10- The concession holder of the journals within the scope of "Selçuk University Publications" is the Rectorate of Selçuk University. On behalf of the Rectorate, the Scientific Publications Coordinatorship carries out the procedures and principles regarding the processes such as planning, ensuring compliance with the publication rules, publishing, etc. of the journals.
Article 11 - The journals published within "Selcuk University Press" include the concession holder of the journal and the publisher information in the imprint / credits section. "SelcukUniversityPress" logo is used on the cover, imprint (credits) and the first page of the article.
Article 12 - The journals published within "Selçuk University Publications" work in cooperation with the Scientific Publications Coordinatorship in publishing and editorial processes.
Article 13 - Articles, translations, criticisms, etc. submitted for publication in journals within the scope of "Selçuk University Publications" are first scanned with similarity scanning software to determine whether they contain any violation of publication ethics. Studies that do not contain ethical violations are pre-reviewed by the Field Editor or Deputy Editor assigned by the Editor-in-Chief to determine whether they are prepared in accordance with the referencing system used by the journal. The eligible manuscripts are included in the referee process. Any author can publish only one publication per year in a journal. In a journal, one of the editorial team and editorial board of that journal can publish in a journal, provided that they meet the blind review criteria, not exceeding 20% of the number of articles published annually. The Editor-in-Chief/Assistant Editor/ Editorial Board of the journal finalizes the application based on the evaluations of the referees.
Article 14 - In journals published within the scope of "Selcuk University Publications", "Double Blind Refereeing System" is applied. At least two referees are required to give a positive opinion for acceptance for publication. When necessary, a third referee can be used. Referees are expected to be from different universities and not from the same university as the author of the article. Referees must have at least a PhD degree. Those who are authorized to access the identities of the authors of the article (Field Editor, Deputy Editor-in-Chief, Editorial Board members and Editorial Board members) should not serve as referees in the journal.
Article 15- For the appointment of the Editor-in-Chief of the journals published by "Selçuk University Publications", two candidates are determined with the decision of the relevant unit board (Faculty Board, School Board, Directorate Board of Directors, etc.) and applied to the Scientific Publications Coordinatorship. The Coordinatorship submits the Editor-in-Chief proposal to the approval of the Rector to be appointed for two (2) years. The same process is followed for changes in the Editor-in-Chief. Editor-in-Chiefs are preferred from people who are not unit managers and who have not served as Editor-in-Chief of another journal. The principle that the people who will be assigned as Editor-in-Chief should actually fulfill these duties is observed. The Editor-in-Chief constitutes the Editorial Board of the Journal and determines the Deputy Editors and Area Editors.
Article 16- Journals published within the scope of Selçuk University Publications are published electronically. Those published in printed form shall switch to electronic publication as soon as possible. Publication of journals as open access is carried out according to Selçuk University Open Access Directive.
Article 17- In academic journals published within the scope of Selçuk University Publications, in order to increase the international recognition of the publications, it is required that the articles published in academic journals should include Turkish and English abstracts (abstract); in Turkish publications, it is required to include an extended English abstract at least 15% of the article word count.
New Journal Application
Article 18 - Units such as Faculties, Institutes, Centers, Colleges or Vocational Schools etc. that wish to publish a refereed journal within the scope of Selçuk University Publications should apply to the Scientific Publications Coordinatorship with the "Journal Proposal Form". In a similar scope (in the academic field), there is no other journal within the university, the editorial team has been determined, academic journal management experience, etc. The application will be evaluated by the coordinatorship and forwarded to the publication commission on the axis of criteria.
Review of Journal Submissions
Article 19 - The applications made by the university units for the publication of new journals within the scope of Selçuk University Publications are examined and decided by the Scientific Publications Coordinatorship. It is submitted to the approval of the Publication Commission with the decision of the Scientific Publications Coordinatorship Board of Directors.
Article 20 -ISSN/e-ISSN application/change procedures of the journals are carried out by Selçuk University Publications, Registrar.
Chapter Four
Principles on the Publication of Works
Work Publication Principles
Article 21- The works to be published under the "Selçuk University Publications" brand are applied by the author/editor via the publication tracking system at (Selçuk University Press). If the work is deemed appropriate with the preliminary evaluation made by the Selçuk University Publications Editor, it is submitted to the Board of Directors of the Scientific Publications Coordinatorship and if deemed appropriate, it is submitted to the approval of the University Publications Commission with the recommendation of the board. The final decision is made to publish the work in print, online (open access) or electronically.
Article 22- Selçuk University Publications, depending on the general use of the field of science to which the work is related, considers it necessary to use the appropriate citation system with international standards and academic writing tools such as APA, Chicago, MLA, ISNAD, etc. in academic writing and referencing.
Article 23- Selçuk University Publications is committed to the principles of national and international publication ethics and shows the necessary sensitivity to prevent the publication of works that violate publication ethics. For the evaluation of the works sent to (Selçuk University Press) for application, the opinions of two different referees are requested through the publication tracking system. In the publication follow-up process realized through the system, "Double Blind Review System" is used.
Article 24- Selçuk University Publications, with the decision of the Scientific Publications Coordinatorship, can be offered for sale or published online (open access) in order to support the dissemination of scientific knowledge. The publication of works within the scope of open access is carried out according to Selçuk University Open Access Directive.
Article 25- In order to increase the international visibility of the works published within the scope of Selçuk University Publications, it is deemed necessary to include an abstract of the work in Turkish and English and short biographies of the authors in each edition.
Work Application
Article 26 - Author candidates who are academic staff, experts and public officials from within and outside the university who want their work to be published can apply for a work through the publication tracking system at Selçuk University Press.
Review of Work Applications
Article 27 - All process follow-up stages of the works whose applications are received are carried out through the publication tracking system at Selçuk University Press. First of all, it is subjected to a similarity scan by the Selçuk University Publications Editor to determine whether it contains a violation of publication ethics.
Article 28- An internal evaluation is made by a faculty member assigned through the publication tracking system on Selçuk University Press in order to determine whether the works that do not contain ethical violations use a citation system that complies with international standards such as APA, Chicago, MLA or ISNAD in writing and referencing.
Article 29 - The works examined in terms of compliance with research and publication ethics and spelling rules are submitted to the external evaluation of at least two referees from the field of science related to the work, one of whom is from outside the University, assigned through the publication tracking system at Selçuk University Press with the decision of the Scientific Publications Coordinatorship. A positive opinion of at least two referees is required for acceptance for publication. It is submitted to the approval of the Publication Commission with the decision of the Board of Directors of the Scientific Publications Coordinatorship. The referees who evaluate the works are paid a fee in an amount to be determined by the Coordinatorship of Scientific Publications.
Article 30 - DOI, ISBN/e-ISBN and Bandrol procedures of the works to be published are carried out by Selçuk University Publications Registrar.
Signing a Work Contract and Calculation of Royalty
Article 31 - For the books to be printed, a contract is drawn up between the author or translator and the Scientific Publications Coordinatorship on behalf of the Concessionaire of Selçuk University Publications, stating that the printing and copyright of the works are transferred to Selçuk University Publications and that the printing works are accepted to be carried out in accordance with the provisions of this regulation. In the event that the number of editions covering the current edition is exhausted, it is necessary to make a new contract between the relevant organizations and the authors or translators in accordance with the provisions of this regulation for the next editions of the work to be made in the same or modified form. Otherwise, the author or translator shall have all rights to the subsequent editions of the work.
Article 32 - Copyright calculations of publications are made on the basis of corrected copies in accordance with the provisions of the "Copyright Law No. 5846", the "Universities Publication Regulation" and the "Regulation on Publications Other Than Books, Reprints and Supplementary Textbooks Used as Course Materials in Universities".
Article 33 - The Coordinatorship of Scientific Publications decides how many copies of the published works will be given to the authors.
Physical Characteristics of the Work
Article 34 - The physical qualifications of the works published within the scope of Selçuk University Publications and the minimum issues to be specified in the work are listed below, the Scientific Publications Coordinatorship may update these qualifications:
a. Front Cover: On the front cover of the publications, there is the logo "Selçuk University Publications/SelcukUniversityPress" and introductory information about the
b. Back Cover: On the back cover, there is information about the work and the logo "Selçuk University Publications/SelcukUniversityPress".
c. Inside Cover (Book): On the inside cover, the title of the publication in Turkish and English, the names of the author and translator, ORCID information, the "Selçuk University Publications/SelcukUniversityPress" logo, the address, the month and year of publication, the name and address of the printing house if the work has been printed.
d. Inside Cover (Journal): On the inside cover of the journal, the name, surname, institution and ORCID information of the concessionaire, the journal editorial team, the month and year of publication, the "Selçuk University Publications/SelcukUniversityPress" logo and the publisher address, the indexes in which the journal is indexed and the start dates of the indexing, the name and surname of the editor-in-chief are
e. Spine: If the thickness of the spine is sufficient, the university emblem is placed at the top, the name of the publication from top to bottom, and the year of publication at the
f. Size: Publications are published in 20x28, 16x24 cm or in sizes to be determined by the Scientific Publications Coordinatorship.
Article 35 - Which works will be printed is determined as a result of the publication follow- up process carried out by the Scientific Publications Coordinatorship. Which unit will cover the printing costs is determined by the University Executive Board.
According to this;
a) All academic review and printing expenses of the works whose printing expenses are deemed appropriate by the University Administrative Board to be covered from the Revolving Fund Budget shall be covered by the Revolving Fund Management Unit to be determined by the University Administrative Board for each work. The income obtained from the sale of the printed work is recorded as income to the relevant Revolving Fund Management.
b) The expenses of the ones to be printed by the Rectorate shall be covered by the Directorate of the University of Selçuk within the budgetary possibilities of the affiliated.
c) In cases where the budget is insufficient, some or all of the expenses may be covered by the author/authors or sponsors.
d) The supporters (sponsors) who will finance all or part of the printing of the works may be national or international public institutions, private organizations or NGOs. A contract text is prepared with the Scientific Publications Coordinatorship for the amount, duration and functioning of the support and enters into force after approval by the Rectorate.
Distribution
Article 36 - All kinds of publications published,
a) One to the Scientific Publications Coordinatorship
b) 3 each for the central library of Selçuk University,
c) In order to ensure the international recognition of Selçuk University Publications, one copy is sent to persons and organizations residing in Turkey and abroad, as decided by the Scientific Publications Coordinatorship,
d) Other submissions are made in accordance with Article 14 of the Universities Publication Regulation,
Sale
Article 37 - The works that are not open access can be sold in the book sales places determined within the university or on platforms subject to electronic commerce procedure. Selçuk University publications may be sold by other persons or publishing houses with the approval of the Scientific Publications Coordinatorship or may be distributed locally or globally through distribution companies.
Article 38 -If there is no relevant revolving fund unit stated in Article 35 of the Regulation; According to Article 16 of the Universities Publication Regulation, "In universities that do not have a revolving fund enterprise related to printing and publishing works within its body, the income obtained from sales is deposited into the account of our university's Strategy Development Department within one month at most to be recorded in the "various revenues" of the university budget.
Cost Calculation and Sale Price of the Work
Article 39 - The cost of a work consists of copyright, academic review, editorial, foreign language editor, referee, typesetting-design-layout fees and expenses such as paper, printing, binding, freight, distribution, etc. The cost of a work is calculated by dividing the total amount by the number of editions.
Article 40 - The sales price of the works is determined by the Scientific Publications Coordinatorship by proposing it to the University Administrative Board. While determining the sales price, in terms of revolving fund operations; Article 7 titled "Determination of Prices" of the "Regulation on the Establishment of Higher Education Institutions Revolving Fund Enterprises" published in the Official Gazette on June 18, 2020 is taken into consideration.
Article 41 - The University Publications Commission may decide to sell the works to students at a discount of at least 20% on the sales price.
Article 42 - The Scientific Publications Coordinatorship shall carry out the sale or free distribution of the works that have not been sold even though 5 years have passed since their publication with a discount to be deemed appropriate, with a decision to be taken from the University Publications Commission.
Other Principles
Article 43- The expression "Selçuk University Publications" cannot be written on the works and journals that are not published in accordance with the rules of this directive and the "Selçuk University Logo" cannot be used.
Article 44 - Publication processes and all kinds of correspondence (application, form, internal evaluation, external evaluation, approvals, document, report, etc.) realized electronically through the publication tracking system at Selçuk University Press replace the documents in printed media. Wet signature is not required for these transactions. Screenshots or printouts can be used when necessary.
Article 45 - In the event of any violation of the law in terms of scientific and ethical aspects and legal personality of the University in the works and journals published by the publishing house, the printed or electronic product shall be collected and destroyed immediately. In such a case, the author/authors of the work are responsible for any material and moral loss that the University may encounter.
Article 46 - According to Article 15 of the Universities Publication Regulation, Selçuk University Publications uses Selçuk University Printing House (Printing House) for the printing of the works to the extent of its own possibilities. The choice of printing house is based on cost, speed and efficiency.
Article 47 - The annexes of the Directive may be amended and/or new annexes may be added by the relevant board in case of need.
Article 48 - The works published by the university units before the adoption of this directive can be reprinted under the brand of Selçuk University Publications within the framework of the relevant directive.
Chapter Four
Miscellaneous and Final Provisions Responsibility
Article 49- The responsibility for the science and language of the works to be published belongs to the author(s).
Article 50 - The legal and criminal responsibility for any publication issued under this Directive belongs to the author (author/editor).
Matters Not Provided in the Regulation
Article 51- In matters not covered by this regulation, the provisions of the "Regulation on Publications of Universities" and the "Regulation on Publications Other than Books, Reprints and Supplementary Textbooks Used as Course Materials in Universities" regulated according to the Higher Education Law No. 2547 shall apply.
Enforcement
Article 52- This directive entered into force with the decision of the Selçuk University Senate dated 01.08.2023 and numbered 2023-94.
Execution
Article 53 - The provisions of this directive shall be executed by the Rector of Selçuk University.
